Beijing/ Washington: China’s exports fell more than expected in April while imports rose, official data showed Wednesday ahead of high-stakes talks aimed at resolving a trade war with the United States. The world’s two leading economies face a possible make-or-break moment when top negotiators meet in Washington this week following months of fraught talks. In April China’s exports across the Pacific fell 13.2 percent from a year earlier, while imports from the US fell 25.7 percent, according to the data from China’s customs administration. The politically sensitive trade surplus with the US remained large, widening to USD 21 billion last month from USD 20.5 billion in March. Last year it hit a record USD 323.3 billion. Global markets have taken a beating this week as investors grow increasingly concerned that the China-US trade deal, which last week appeared all but ready to sign, could fall through. US negotiators accused Beijing of reneging on commitments made during months of talks focusing on clamping down on theft of US technology and reducing China’s massive subsidies. Meanwhile, Chinese direct investment in the United States dropped 83 per cent last year, pushed down by growing mistrust between the world’s two biggest economies. In a report out Wednesday, the Rhodium Group research firm said that China sank USD 5 billion last year into direct investments in America, down from USD 29 billion in 2017 and a record USD 46 billion in 2016. Direct investments include things like putting up factories, not financial investments like buying stocks. The numbers fell partly because Beijing sought to rein in deeply indebted investors and partly because the U.S. regulators have stepped up scrutiny of Chinese investments. Rhodium estimates that China dropped deals worth USD 2.5 billion last year because they wouldn’t pass muster with the Committee on Foreign Investment in the United States, which reviews foreign investments with national security implications. Chinese investment in the U.S. information and communications technology industry plunged to $200 million last year from $2.5 billion in 2017. US direct investment in China, meanwhile, dipped to $13 billion from $14 billion in 2017. Developing and transition economies were the source of most of the global foreign direct investment (FDI) last year, with 70 per cent of their investments flowing to other emerging economies, according to a new report by the United Nations agency that promotes the integration of developing countries into the world economy.As developed countries continued to confront the effects of the global financial crisis, many transnational corporations (TNCs) in developing and transition economies invested in other emerging markets, where recovery was strong and the economic outlook better, according to the Global Investment Trends Monitor of UN Conference on Trade and Development (UNCTAD).An estimated 70 per cent of investment by developing and transition economies were directed towards other developing and transition economies, compared with developed countries whose share was about 50 per cent.Overall, global FDI outflows rose last year to an estimated $1,346 billion compared with $1,189 billion the previous year. The rise reflected an improvement in corporate profits and the increasing internationalization of TNCs, according to the UNCTAD data. The statistics also indicated that the global financial crisis caused firms to rationalize their corporate structures and increase efficiencies, often by relocating business functions to areas where they could take advantage of lower costs.After a temporary setback in 2009, FDI flows from developing countries reached an estimated $316 billion in 2010, 23 per cent more than in 2009. A strong rebound of outward FDI flows from Latin America and the Caribbean and developing Asia more than offset the decline of outflows from Africa and West Asia.Flows of FDI from Africa declined further last year and UNCTAD estimates its value at $4 billion, barely one per cent of the developing economies’ total, down from $4.5 billion in 2009.Outflows from the two major outward investors, Libya and South Africa, which together accounted for more than half of the regional total in 2009, fell significantly. Outflows from Egypt, however, more than doubled, to $1.2 billion.Outward FDI from South, East and South-East Asia rose by more than 20 per cent in 2010, particularly from Hong Kong (China), China, the Republic of Korea, Taiwan Province of China and Malaysia. Outflows from the region’s two largest FDI sources – Hong Kong (China) and China – rose by more than $10 billion each, reaching estimated historical highs of $76 billion and $68 billion respectively.Chinese companies continued to be on a buying spree, actively acquiring overseas assets in a wide range of industries and countries, according to the UNCTAD survey.FDI outflows from West Asia dropped to near zero last year, due to mainly to large-scale divestments by West Asian firms from their enterprises abroad. The largest divestment deals included the $10.7 billion sale by Zain Group (Kuwait) of its African operations to Bharti Airtel (India), and the $2.2 billion sale by International Petroleum Investment Company (Abu Dhabi’s sovereign wealth fund) of a 70 per cent stake in Hyundai Oilbank in the Republic of Korea.Latin America and the Caribbean was the sub-region with the strongest increase of outward FDI flows in 2010 mainly due to the surge in cross-border mergers and acquisitions. The region’s TNCs, bolstered by strong economic growth at home, increased their acquisitions abroad, particularly in developed countries where investment opportunities have arisen in the aftermath of the financial crisis, according the UNCTAD investment trends monitor.Last year’s FDI outflows from developed countries rose to $970 billion, an increase of 10 per cent over the previous year. The increase was only half of the peak level recorded in 2007, the year before the financial crisis set in. “In just the past few months, we have seen a significant and deeply alarming rise in abductions of human rights defenders, activists, journalists, religious figures and others by armed opposition groups, as well as the continuing arbitrary detention and enforced disappearances of individuals by Government forces in Syria,” High Commissioner for Human Rights Navi Pillay said in a news release.“I urge all parties to the Syrian conflict to stop terrorizing civilians through abduction, hostage-taking, enforced disappearances and arbitrary detention, in clear violation of international human rights and humanitarian law,” she stressed.“I call on all parties to the conflict to refrain from targeting civilians and to immediately release all those who are deprived of their liberty in violation of international law.” The ongoing conflict in Syria, which began in March 2011, has generated grave human rights violations, a massive refugee crisis and humanitarian conditions that are worsening by the day. In addition to highlighting recent abductions of several journalists and 12 Orthodox nuns, Ms. Pillay drew attention to innumerable civilians, including women and children, who were arbitrarily detained by the Government as far back as 2011 and remain unaccounted for. “Families of these detainees have in many cases had no word about the whereabouts of their loved ones and do not know if they are dead or alive,” she said. “Some families who reported a disappearance were themselves detained. This kind of terrorising of civilians must stop.” Meanwhile, the UN Children’s Fund (UNICEF) and its partners today issued a new paper detailing the decline in education for Syrian children – which it called “the sharpest and most rapid in the history of the region.”According to Education Interrupted, published jointly by UNICEF, the UN High Commissioner for Refugees (UNHCR), World Vision and Save the Children, nearly 3 million children from Syria have been forced to quit their education since 2011 as fighting has destroyed classrooms, left children too terrified to go to school, or seen families flee the country. “Progress achieved over decades has been reversed in under three years,” said a joint news release about the paper, which is the first attempt to quantify the full extent of the staggering decline in education in a country where primary school attendance rates stood at 97 per cent before the conflict began.“More than 1,000 days of bloodshed in Syria have seen millions of children lose their education, schools and teachers,” the news release said. “At best, children are getting sporadic education. At worst, they drop out of schools and are forced to work to support their families.” The paper pointed out that inside Syria, 1 in every 5 schools cannot be used because they have been damaged, destroyed or are sheltering internally displaced persons. In countries hosting Syrian refugees, between 500,000- 600,000 Syrian refugee children are out of school. The UN and partners noted that Syria was a regional leader in education enrolment before the conflict, yet in less than three years the sharpest regression in education of anywhere in the region has occurred, with dire consequences for the future.As Syrians face a harsh winter amid civil war for a third year running, the World Food Programme (WFP) has begun distributing close to 10,000 litres of fuel for cooking and heating to internally displaced families living in 10 shelters in Damascus. More distributions are planned for another 35 shelters in the next few days.“Syria is always quite cold in winter but it is quite different when you face a fierce winter in a shelter with very limited resources rather than in the comfort of your own home,” said WFP Syria Country Director Matthew Hollingworth. “Most internally displaced Syrians fled their homes with few belongings so they do not even have enough warm clothes or blankets to fend off the freezing weather. They desperately need fuel for heating and to cook the food they receive as humanitarian assistance.” Over the last few days, WFP has continued to send food to civilians suffering in hard-to-reach areas. It delivered 3,000 family food rations – enough to feed 15,000 people for one month –through two joint inter-agency cross-line missions to Khan Shaykhoon in Idlib Governorate. The area saw intense fighting through all of last year and could not be reached.Elsewhere, food distributions are underway despite harsh weather, and the agency’s plans to provide food to 4 million people this month across Syria are on track. WFP is also ramping up aid in neighbouring Lebanon and Jordan, two of the countries that are hosting the over 6 million Syrians who have sought refuge from the conflict. read more

Samsung Inc’s upcoming Android tablet, Galaxy Tab 3 10.1, will be powered by Intel’s processor, said a new report.New agency Reuters, citing a source having knowledge of the development, said Samsung has chosen Intel’s Clover Trail+ mobile chip for Galaxy Tab 3 10.1 which is expected to debut on 20 June. The event to be held in London would also see the debut of Samsung’s Microsoft Windows ATIV tablets which employs Intel chips, said the source.Both Samsung and the chipmaker Intel are yet to make any announcement on the same. If the latest news rings true, it would be a great breakthrough for US-based Intel, which has been facing major challenges in the mobile market ever since Apple introduced its revolutionary iPhone and iPad devices.With the launch of the Intel-based Galaxy Tab 3 10.1, the chipmaker views it as an opportunity to gain a strong foothold in a segment beyond PCs.Speaking of its design, Nathan Brookwood, principal analyst at Insight 64 told CNET, “[Intel’s] Clover Trail+ delivers competitive performance and battery life with Qualcomm and Nvidia ARM chips.””It’s the first [version] of Atom that can support both Android and Windows 8. .A bus caught fire on the Maghbazar-Mouchak flyover in Maghbazar of Dhaka on Wednesday afternoon.The fire service control room said a fire broke out on the Gazipur-bound Manzil Paribahan bus travelling from Dhaka towards the end of the the flyover at the Wireless Gate area around 1:00pm.Fire service units rushed to the site and put out the fire within minutes.No injury was reported.
Kolkata: The body of a security guard was recovered from inside a bitumen mixture plant on Wednesday morning.Abul Kalam Mondal, a resident of Nawabpur school para was hanging from the ceiling inside a room at the plant. It was alleged that Mondal was murdered and hanged later. According to the sources, Mondal’s brother called him but he did not respond. After several attempts when Mondal did not answer the call, he went to search for him. After reaching the plant he asked other security guards about his brother. Later, while they were trying to locate Mondal, they saw the door of the temporary room partially opened. As they opened the door, Mondal was found hanging from the ceiling made of bamboo using a car fan belt. New Town police station was informed. Police recovered the body and sent for an autopsy. The sleuths found a half consumed alcohol bottle and food from the room. Mondal’s family members alleged that he was murdered. According to an uncle of Mondal, a few months ago some local thieves tried to steal materials from the plant. Also Read – Rain batters Kolkata, cripples normal lifeMondal managed to capture two of them and later released them after a warning. Mondal’s family suspect that those thieves might have killed him. Though locals alleged there were several injury marks on his body, the police and deceased’s family members denied.
