Rabat – Morocco has signed two financial cooperation arrangements with Germany to boost its economic activities in sustainable development.The signing of the arrangements took place Tuesday in Rabat between Morocco’s Minister of Economy and Finance Mohamed Benchaaboun and the German ambassador to Morocco, Goetz Schmidt-Bremme.According to Benchaaboun, the two agreements are intended to support renewable and electric energy, water supply, and desalination of seawater. Sri Lanka is to sign a Memorandum Of Understanding on the prevention of human trafficking.The National Anti-Human Trafficking Task Force for the prevention of trafficking in persons was established in 2010. The Cabinet of Ministers have now approved a proposal presented by Minister Public Administration, Home Affairs and Justice Susil Premajayantha to enter into a tripartite Memorandum of Understanding among the Ministry of Public Administration, Home Affairs and Justice, LIFE Organization and British High Commission in Sri Lanka to prevent human trafficking. Nearly 66 million people were forcibly displaced from their homes last year, the United Nation refugee agency today reported, stressing the “very high” pace at which conflict and persecution is forcing people to flee their homes. The figure equates to “one person displaced every three seconds – less than the time it takes to read this sentence.” The report Global Trends, released by the Office of the UN High Commissioner for Refugees (UNHCR), marks a jump of 300,000 since the end of 2015. “By any measure this is an unacceptable number,” said UN High Commissioner Filippo Grandi, urging “solidarity and a common purpose in preventing and resolving crisis.” He also called for properly protecting and caring for the world’s refugees, internally displaced and asylum-seekers – who currently number 22.5 million, 40.3 million, and 2.8 million, respectively. According to the report, Syria remains “the world’s biggest producer of refugees” with 12 million people living in neighbouring countries and away from the region. There are 7.7 million displaced Colombians, 4.7 million Afghans and 4.2 million Iraqis. However, in 2016, South Sudan became “the biggest new factor” when peace efforts broke down in July resulting in some 737,400 people fleeing by the end of the year. Nyawet Tut, a South Sudanese mother of five in her 30s, described how soldiers set fire to her village and she had to run for her life with her own five children and five others of relatives killed in the conflict. “My husband was killed in the war which, in addition to the shortage of food, made me decide to leave my home, everything, behind,” she told UNHCR staff during an interview at a temporary way station in Ethiopia. In total, about 3.3 million South Sudanese had fled their homes by the end of the year, in what is known as the fastest-growing displacement of people in the world. This is in contrast to the fact that children make up only about 31 per cent of the total world population. Among its findings, the report noted that some 75,000 asylum claims were received from children travelling alone or separated from their parents. These include youngsters like Tareq, 16, who dodged armed combatants to walk out of Syria into neighbouring Turkey. “There was no future where we lived,” he told UNHCR. “There was no university and no work. There were troops grabbing young children like me, and they send them to war, and they get killed. I wanted to study.”Seeking refuge in poor countries Developing countries are hosting the majority of the world’s refugees, UNHCR reported. About 84 per cent of the people were in low- or middle-income countries as of end 2016. Of that figure, one in every three people, roughly 4.9 million people, were hosted by the least developed countries. “This huge imbalance reflects several things including the continuing lack of consensus internationally when it comes to refugee hosting and the proximity of many poor countries to regions of conflict,” the UN agency said. In addition, the figure “illustrates the need for countries and communities supporting refugees and other displaced people to be robustly resourced and supported,” UNHCR said, warning that the absence can create instability in the host countries. A Quinnipiac University poll released Monday found that, in a hypothetical Yankees vs. Mets World Series, 59 percent of New York City residents would root for the Yankees, and 37 percent would favor the Mets. The Yankees haven’t always had such a large lead on this question. So what influences the balance between Yankees and Mets fandom in New York?There isn’t a strong relationship between the Mets’ or Yankees’ winning percentages and New Yorkers’ Subway Series preferences. Nor does there seem to be much of a connection between the Yankees making the playoffs and whom New Yorkers would root for. Most sports fans want their team to win but know it often won’t. The Yankees are different. Winning isn’t hoped for. It’s expected.The Mets have a somewhat lower bar to clear. Quinnipiac’s polling suggests that in the battle for hearts and minds in the Big Apple, the Yankees’ success is baked in, assumed. The Mets making the playoffs is what appears to sway New Yorkers.The Mets came closest to parity with the Yankees after the 2006 season — the only season in the past 25 years when the Mets advanced further in the playoffs than the Yankees. The Mets shaved the Yankees’ advantage down to one point in a survey conducted a few months into the 2007 season. Stay on target Scientists may have found the Olympic athletes of fish. Most animals need oxygen to survive, but deep in the dark depths of the Gulf of California, biologists have discovered large numbers of fish living in waters almost completely devoid of oxygen.Using an underwater robot, marine biologists from the Scripps Institution of Oceanography in San Diego and the Monterey Bay Aquarium Research Institute (MBARI) observed cusk eels, lollipop sharks, and grenadiers thriving in low-oxygen conditions that would be deadly to most other fish, according to MBARI.This discovery, described in a recent article published in the journal Ecology, could help scientists understand how other marine animals might cope with ongoing changes in the chemistry of the ocean.Cusk eels, lollipop sharks, and grenadiers congregate on the seafloor in the Gulf of California, where there is virtually no oxygen. (Photo Credit: MBARI)“I could hardly believe my eyes,” Natalya Gallo, a postdoctoral fellow at the Scripps Institution of Oceanography and lead author of the study, wrote in a MBARI blog post following an ROV dive in the Cerralvo Trough. “We observed cusk eels, grenadiers, and lollipop sharks actively swimming around in areas where the oxygen concentration was less than one percent of typical surface oxygen concentrations. We were in a suboxic habitat, which should exclude fish, but instead there were hundreds of fish. I immediately knew this was something special that challenged our existing understanding of the limits of hypoxia [low-oxygen] tolerance.”Gallo, MBARI biologist Jim Barry, and eight other researchers conducted the series of dives that led to the discovery in March 2015. They explored several deep ocean basins in the Gulf of California using MBARI’s remotely operated vehicle (ROV) Doc Ricketts — a state-of-the-art underwater robot.Their observations suggest that the lollipop catshark (Cephalurus cephalus), and the cusk eel (Cherublemma emmelas), seem to prefer this seemingly inhospitable environment — an environment where oxygen concentrations were one-tenth to one-fortieth as low as those tolerated by other low-oxygen fish — and were at times observed swimming over areas resembling bare moonscapes. They were absent from better-oxygenated areas.“Many other types of fish are considered tolerant of low-oxygen conditions,” Barry told MBARI. “But the fish in these parts of the Gulf are like the winners among a group of elite Olympic athletes.”The lollipop shark has a relatively small body size and large gill surface. The result is the Electrostatic WInd-energy CONvertor, (EWICON)—a windmill with no moving mechanical parts. Its creators say that it makes no noise, won’t break down or cast a shadow and it won’t cause bird deaths—all problems associated with traditional wind turbines. Toward super-size wind turbines: Bigger wind turbines do make greener electricity Traditional wind turbines take advantage of moving air to convert kinetic energy into mechanical energy to create electricity. This new windmill uses a different process altogether. It looks rather like a giant tennis racket with an insulated base instead of a hand grip. It takes advantage of wind moving over the inner grid—positively charged water particles are carried (via spraying) away from the small inner tube mesh, leaving negatively charged particles behind. That causes a decrease in the voltage of the system and allows for electricity to be captured. The design is simple enough that the frame can be any shape desired and allows for windmills of virtually any size, though the researchers acknowledge that a certain size must be used to cause the creation of more electricity than is used to pump the water. Explore further © 2013 Phys.org Deriving electricity from wind has met with some resistance in some parts of the world—to be of real use, turbines must be very large, and whole farms of them constructed. Many consider such farms to be an eyesore and say the noise they create causes health problems. The EWICON in contrast, is silent and some suggest it actually looks like a piece of art. Traditional wind turbines also require a lot of maintenance and are frequently damaged by high winds or lightning. Because the EWICON has no moving parts, it should be less prone to damage from wind, though it would seem to be just as likely to suffer damage from lightning.The researchers have not yet divulged just yet how efficient the EWICON is, nor whether the new kind of windmill would have to be deployed in vast farms to make them cost effective. FT. LAUDERDALE, FL — Quantum Marine has launched a new stabilization system for a specific application. The customer, ISA of Ancona, Italy, has been building its 120′ high performance mega yachts for a number of years. ISA was seeking to take the next step in its product improvement program designed to deliver the ultimate in comfort to its customers for stabilization of these fine vessels when at anchor. The yacht was very successful, and ISA has now delivered 9 units of this class. The challenge to Quantum was to develop a dual purpose stabilizer system that would minimize appendage drag but still deliver uncompromised performance for roll damping At anchor. Quantum’s design team created the first small system using its patented and already proven XT™ (extendable) fin technology. The system was custom designed for ISA and its 120′ class vessel, which has a top speed well in excess of 30 knots.The systems were delivered in late spring 2008 and successfully commissioned and trialed in July. The performance delivered by this system was noted to have exceeded the expectations of both the builder and Quantum. On her first sea trials the vessel was able to obtain a top speed of 33 knots and showed that the specially designed fins met the builder’s objective of reduced drag. It was also noted that there was no fin cavitations at the high end of the yacht’s speed range and a positive impact was noted for the yacht’s directional stability. Within the past five years the government has installed only 16 lifts in refugee housing estates, the head of the House refugee committee said on Tuesday.Discussing maintenance contracts in general and lifts in particular on Tuesday, MPs on the House committee slammed the government for abandoning refugee housing estates. It also called for the installation of lifts in refugee apartment buildings to be speeded up.“The government has done an excellent job in marginalising refugees and abandoning refugee estates,” committee chair Skevi Koukouma said.She added that there has been a clear reversal in the entire refugee policy. By January 2014, Koukouma said, 93 lifts had been installed in refugee housing estates, out of 380 blocks of flats where lifts were expected to installed.However, in the last five years, she said, “the government managed and installed 16 lifts.”The committee last week visited refugee estates where they heard from residents about their problems, including the poor state of the houses they live in and lack of lifts in apartment buildings. Many elderly persons living in these apartments complained for the lack of lifts. They said they are no longer able to go up and down several flights of stairs daily, especially when carrying grocery bags.Disy MP Onoufrios Koullas said the patchy way in which the refugees’ problems have been dealt with over the last 40 years have begun to appear everywhere.Koullas said that in 69 refugee estates many practical problems have been created.
